What is HSCGB?

The Health Services Charitable Gifts Board (HSCGB) holds, invests, and allocates donated funds to support health and medical research in South Australia.

Under the Health Services Charitable Gifts Act 2011, the HSCGB holds and invests funds donated for proclaimed public health entities within the Central Adelaide Local Health Network (CALHN).

These donations consist of bequests, public donations and private practice contributions by current medical staff.

The HSCGB liaises with CALHN to develop a sustainable approach to accessing funds it invests on CALHN’s behalf.

Types of funding

CALHN researchers may apply to the Health Services Charitable Gifts Board (HSCGB) to access funds for their research.

Four types of funding are available:

  1. Research projects
  2. Research equipment
  3. Clinical equipment (not research)
  4. Other (non-research / non-clinical)

The HSCGB funds approved projects/equipment through reimbursement only. This means, you must make purchases using an approved Special Purpose Fund (SPF) (for research costs) or operational RI (for non-research costs) before seeking reimbursement.

How to access and spend approved funds held by the HSCGB?

The RAH Research Fund may be able to assist you in fundraising for your research or equipment.

Funds raised through specific campaigns are held by the HSCGB in quarantined accounts associated with that campaign.

The HSCGB has a general account serviced by investments and donations made to no-specific cause.

These funds are available for research, following a successful application, on a yearly basis (see timeline below for dates).  

CALHN researchers must follow the following steps prior to applications being accepted:

Step 1

Discuss your request with your Clinical Program’s relevant Clinical Program Delivery Manager and Head of Unit to ascertain if your Program has access to existing HSCGB funds specific to your area.

Step 2

Are there any CALHN SPFs you can access or other funding sources e.g. the National Health and Medical Research Council (NHMRC)?

Step 3

If your program does not have funds as stated above, it may be possible to submit an application for “general” funding however all “general” requests will be prioritised and assessed by a CALHN Executive Review Panel.

Applications received after the close-off date cannot be guaranteed success due to a yearly spending cap imposed by HSCGB.

There is no guarantee HSCGB funding will be approved, either by CALHN or the HSCGB.

Unspent funds will not be automatically carried over to the next financial year. Any unspent funds can only be accessed via a new application.

Funds available (through reimbursement)

For research:

  1. Contact the Research Finance Team to set up an SPF
  2. Obtain all relevant governance and ethics approvals (if not already complete).
  3. Spend the funds via the SPF.
    • Keep all documentation related to purchases.
  4. Make a reimbursement claim(s).
    • This can be done on monthly or yearly (or in between) basis.

For non-research:

  1. Spend funds via an operational RI
  • Keep all documentation related to purchases.

Making a claim consists of completing a cover memo, using a recharge template (available through your finance business partner) and supplying the relevant invoices and documentation (e.g. payroll data, for salary reimbursement) to the CALHN Research Services Office via HealthCALHNHSCGB@sa.gov.au.
